Fatigue Management Training Product Update

This project will update fatigue management training products to align with upcoming changes to Heavy Vehicle National Law.

A recent review of the HVNL by the National Transport Commission (NTC) has resulted in the HVNL Amendment Bill 2025 and the Heavy Vehicle National Amendment Regulations 2025. The amended act and regulations, commencing mid 2026, introduce revised fatigue management requirements designed to improve safety, productivity, and regulatory efficiency while simplifying administrative processes.

Implementation of the new regulations will be led by the National Heavy Vehicle Regulator (NHVR), ensuring they are practical, clearly communicated, and consistently applied to enhance safety for all road users. More information about implementation can be found on the NHVR website.

In response to a request from the NHVR, ISA will update the following Units of Competency to reflect the amended fatigue requirements:

  • TLIF0005 – Apply a Fatigue Risk Management System
  • TLIF0006 – Administer a Fatigue Risk Management System

In addition to the unit updates, ISA will also develop learning and assessment resources to support the consistent delivery of these units.

To guide this work, a Technical Committee of subject matter experts will be established. 

This project will review:

  • 2 Units of Competency

This project will also:

  • develop learning and assessment resources for the two units
  • update the TLI Companion Volume Implementation Guide.
  • produce a mapping document of changes
  • update any out-of-scope products affected by the changed training products.
  • deliver a webinar to support implementation of the revised training products and resources.

The reviewed training products are due to be submitted to the Assurance Body by 31 May 2026.

Industry Skills Australia (ISA) will engage with stakeholders throughout the life of the project and consider all ideas, opinions, and feedback to the revised training products to ensure they meet the needs of NHVR, industry and RTOs. A consultation log containing a high-level summary of all feedback and ISA’s response will be maintained and available on our website.

ISA will facilitate a webinar following endorsement of the training products to support stakeholders in understanding the changes and to provide advice on implementation.
