This project reviewed and updated the Certificate II in Transport Security Protection (TSP) to align it with regulatory changes, the latest technologies and current industry practices.
Security screening officers play a vital role in ensuring the safety of passengers and airport operations. Technologies used in transport security screening are different across aviation, maritime, and air cargo sectors. Therefore, the review will ensure that skill standards are in line with current workplace requirements in each of the three screening sectors. This will also streamline and enhance the delivery of the qualification by training providers, leading to increased efficiency and lower delivery costs especially for regional training providers.
The Department of Home Affairs is the security regulator for the aviation, maritime, and air cargo sectors. They set the training and qualification requirements for screening officers who operate in these sectors. It is a regulatory requirement for security screeners to hold a Certificate II in TSP. The project will review and update the Core units of competency to align with current industry practices. The Specialist Elective units of competency will also be reviewed to reflect the current industry needs in each sector separately. The project will also assess whether there is a need to create a General Elective stream to ensure that each sector can use the content to meet regulatory or industry needs more flexibly.

- 16 associated Units of Competency
This project also:
- updated the Aviation Companion Volume Implementation Guide;
- produced a mapping document stating changes made;
- updated any out-of-scope product affected by the changes made to the project training products.

Please note this qualification contains one not-for-public access (NFPA) restricted Unit of Competency with content not published on the National Register. The content of this unit is maintained separately and is only available to Registered Training Organisations authorised by the Department of Home Affairs.
Timeline
The reviewed training products were due to be submitted to the Assurance Body by February 2025.
Consultation Strategy
Industry Skills Australia (ISA) engaged with stakeholders throughout the life of the project and consider all ideas, opinions, and feedback to the revised training products to ensure they meet the needs of industry. A consultation log containing a high-level summary of all feedback and ISA’s response will be maintained and available on our website.
ISA facilitated a webinar following the endorsement of the materials to support stakeholders in understanding the changes and how they will affect them.

Draft materials for the review and update of the Certificate II in Transport Security Protection (TSP) and associated training products have been reviewed by a Technical Committee of subject matter experts and Industry Skills Australia would like your feedback.
Security screening officers play a vital role in ensuring the safety of passengers and airport operations. The products, drafted by the Technical Committee, aim to align the existing training products with regulatory changes, the latest technologies and current industry practices while also adding cargo and maritime competencies. Transport security screening is different across aviation, maritime, and the air cargo sectors so the review aims to ensure skill standards are in line with current workplace requirements in each of the three screening sectors. The draft will also streamline and enhance the delivery of the qualification by training providers, leading to increased efficiency and lower delivery costs especially for regional training providers.
This project has reviewed 1 qualification, 6 associated Skill Sets and 16 associated Units of Competency.

The Training Package Assurance Body has recommended the draft training products for this project be endorsed by Skills Ministers.

Industry Skills Australia (ISA) has submitted the final draft training products for the Transport Security Protection Project to the Assurance Body.
The revised products include updates to 1 qualification, 15 Units of Competency and 4 Skill Sets. Two units have been merged due to duplication and two Skill Sets are recommended for deletion.

ISA held a webinar on 31 July 2025 to explain the update to Aviation Training Package products with changes in regulatory requirement, technology and industry practices.

Skills Ministers have endorsed updates to the Certificate II in Transport Security Protection. The changes support improved training outcomes and mobility for security screening officers across aviation, maritime, and air cargo sectors.
Security Screening Officers play a vital role in ensuring the safety of passengers and the security of cargo. The Department of Home Affairs (DoHA) as the security regulator for the aviation, maritime, and air cargo sectors, set the training and qualification requirements for screening officers. It is a regulatory requirement for security screeners to hold the Certificate II in Transport Security Protection.
The qualification is for roles requiring skills to operate effectively in a broad range of transport security screening roles, including:
- Air Cargo Examination Officer
- Airport Screening Officer
- Maritime Screening Officer.
Units of Competency in the qualification cover the skills required by Transport Security Screening Officers to perform functions such as controlling access to security sensitive areas, undertaking physical searches, and identifying and managing weapons, explosives and prohibited items.
The products were developed by a Technical Committee of subject matter experts, in consultation with industry stakeholders and DoHA, to ensure the revised qualification supports compliance with regulatory requirements, as well as reflecting the latest technologies.
ISA will be conducting a webinar for stakeholders to explain the changes and provide advice on implementation.

- AVIO0008 Establish and maintain secure areas
- AVISS00077 International Airport Screening Officer Skill Set
- AVISS00079 3D Computed Tomography (CT) X-ray Scanning Skill Set.
This qualification contains one not for public access (NFPA) restricted Unit of Competency, AVIG0006 Work Effectively in transport security environment. Content of NFPA units of competency is not published on the National Register. Access to this unit of competency is critical to security screening operations. Content of this unit is maintained separately and is only available to Registered Training Organisations (RTO’s) authorised by DoHA. To gain access contact the department.
What does this mean for industry?
The revised qualification provides for workforce development of transport security protection workers in specific sectors. The structure of the updated qualification will streamline and enhance delivery of the qualification, leading to increased efficiency and lower training costs for employers.
What does this mean for Registered Training Organisations?
RTOs are now able to tailor training and assessment strategies to meet the needs of employers and security screening workers in specific industry sectors.
The revised training products are included in Aviation Training Package Release 11.0. Registered Training Organisations (RTOs) will need to update their training and assessment resources to reflect the revised training package products and new codes.
To support the delivery and implementation of the revised training products, the Companion Volume Implementation Guide (CVIG) has been updated to assist assessors, trainers, RTOs and enterprises. The CVIG contains comprehensive list of all products in the Training Package; including mapping information which details the changes that have been made to the training products; implementation advice, and useful links to other information.
The endorsed Training Package products are now available on training.gov.au
